Tampa in 1913 was shipping phosphate rock as well as cigars and citrus, a trade that had grown quickly after Florida's phosphate deposits began to be mined in the 1880s. The rock came from mines in the interior counties by rail, and much of it was loaded at docks around Hillsborough Bay, including at Port Tampa, the terminus that Henry B. Plant built on the bay south of the city. The money moving through the port showed in the brick office blocks and hotels going up downtown, and mining camps in the countryside drew laborers from across the South. Fishbaugh's panorama shows a waterfront crowded with sheds and steamers, the view of a town whose prosperity was coming up out of the ground.
