Tampa in 1913 was built along the Hillsborough River, where the old army post of Fort Brooke had given way to a grid of streets, wooden storefronts, and brick commercial blocks. Civic life centered on fraternal and mutual aid societies, especially in Ybor City, where workers' clubs ran libraries, reading rooms, and sick benefits for their members. The Gasparilla festival, started in 1904 as a mock pirate invasion of the city, had already become the event residents looked forward to each winter. Florida was also entering a new political era that year, with Park Trammell taking office as governor, and Tampa's leaders were pressing for better roads and bridges to link the city with the surrounding county.
