Tampa in 1913 was a city of roughly 40,000 people whose economy rested on cigar manufacturing, phosphate shipping, and the Port of Tampa, which had been linked to the national railroad network since the 1880s. Cigar factories in Ybor City and West Tampa employed thousands of mostly Cuban, Spanish, and Italian workers, and the labor movement among them was among the most organized in the South. Henry B. Plant's hotel and steamship empire had made the city a winter destination and a port for Gulf trade, and the Tampa Bay Hotel, opened in 1891, was a landmark visible across the bay. Residents at the time would have known Tampa as a busy cigar and shipping town on the verge of rapid growth.
