Tampa in 1914 was a Gulf port absorbing the shock of a war that had broken out in Europe that summer, and merchants along the waterfront faced uncertain shipping and freight contracts. The Panama Canal opened to traffic in August 1914, promising to reshape the sea routes on which Tampa's docks depended. Much of the leaf used in local cigar factories came from Cuba, so manufacturers watched supply lines and export markets closely as European trade slowed. W. A. Fishbaugh's panorama shows a city still defined by its harbor and shoreline, with low rooftops that had not yet risen into the tall commercial blocks of later decades.
