Tampa, Florida, in 1914 was a port city built on cigar making, shipping, and the phosphate trade that moved out through Hillsborough Bay. Cigar factories in Ybor City and West Tampa employed many of the city's workers, and Cuban, Spanish, and Italian families gave the district much of its character. Bridges and causeways were needed to connect the growing neighborhoods on both sides of the Hillsborough River to the downtown core and the rail lines that served the port. Tampa residents of the period knew their city as a center of tobacco and commerce on the Gulf coast, and a new crossing was a sign that the town was expanding faster than its older roads could handle. When war broke out in Europe that summer, cigar makers and shippers in Tampa began to feel the effects on trade and credit.
