Tampa in 1921 was a city of roughly 50,000 people that had grown quickly through the first two decades of the century, and its residents were beginning to feel the pull of Florida's land speculation that would soon transform the state. National Prohibition had been in force since 1920, which closed saloons across the city but did not stop the mutual aid societies, social clubs, and family gatherings that made Ybor City a close-knit community. Downtown Tampa served as the working center for merchants, streetcar riders, and the clerks and dockworkers who moved goods between the Hillsborough River and the bay. A view of the city from this period shows a place still largely defined by its streets and waterfront, on the eve of the boom years that would bring new subdivisions across the surrounding county.
