Miami in 1921 was a young city of roughly 30,000 people, shaped by Henry Flagler's Florida East Coast Railway, which had reached the Biscayne Bay shore in 1896. Its economy rested on winter visitors, real estate sales, and the tourist hotels that catered to northerners escaping colder weather. Carl Fisher's development of Miami Beach, linked to the mainland by causeways and bridges, had made the barrier island a fashionable place for swimming and sunbathing, and that winter tourism was the city's chief business. The people of Miami knew the town as a resort where January could be spent on the water, a reputation that would soon fuel the land boom of the mid-1920s.
