In 1919 Winter Haven was a small town in Polk County, Florida, set among the Chain of Lakes, where lakeshore hotels and boarding houses took in winter visitors from northern states. Florida had gone dry under statewide prohibition the previous year, so local social life centered on churches, lodges, and the stores near the depot. Visitors who arrived by train often rented boats or cottages on Lake Howard and Lake Silver, and they brought business that kept the lakefront busy through the winter season. For residents, the town's sense of itself rested on those seasonal crowds as much as on the groves that surrounded it.
