Denver in 1911 was a mining, railroad, and smelting city that had grown to more than 200,000 people, and its wealth still rested heavily on the silver and gold that had flowed through the city since the 1859 rush. The Cheesman Memorial, a stone pavilion set in the park that bore the name of Walter Cheesman, a Denver businessman who died in 1907, was built as a civic tribute to him. Residents of the era knew the park as a place for Sunday strolls, band concerts, and outings for families living in the growing neighborhoods east of downtown. The memorial's columns and open colonnade reflected the City Beautiful ideas then reshaping American cities, which favored monumental public spaces. Denver was also still climbing out of its reputation as a rough frontier supply town, and its leaders promoted parks and handsome buildings as proof of that change.
