In 1915, Canon City was the Fremont County seat, a town of about the size it had grown to by the early twentieth century, and it sat on the Arkansas River between the mountains and the plains. Its economy still rested on the railroad, the valley's farms, and the state penitentiary, but nearby Florence, a few miles away, drew attention that year for its oil and gas wells, which brought outside workers and investment into the county. Residents followed the European war news closely, since many local families had come from Germany, Italy, and other countries whose young men were now fighting. The panoramic view across the town shows the commercial streets and residential blocks that housed a community still measuring its growth against the frontier years.
