Gulf, in Matagorda County on the Texas coast, was a small community in 1919, when most of the county's living still came from rice fields, cattle ranges, and fishing and shipping on Matagorda Bay. The county's farms and ranches sent their products to market through the coastal towns and rail connections, and the bay's waters supported local trade and boats. The region was still recovering from the 1900 Galveston hurricane, which had shown how exposed the Gulf shore was to storms, and residents were rebuilding lives and property in the years after the First World War. Texas as a whole was in the middle of an oil boom that was reshaping its economy and drawing new workers, but for a place like Gulf, daily life centered on work, church, and the seasons.
