Few buildings in Washington speak as directly to hopes for hemispheric cooperation as the Pan American Union headquarters, shown here in a glass negative from the National Photo Company. Designed by Albert Kelsey and Paul Cret and completed in 1910 with funds from Andrew Carnegie, the building housed the organization that coordinated relations among the American republics. Its courtyard and Spanish-inspired architecture were meant to express friendship among the Americas. The negative's date range places the picture in the decade after the building opened, when the Union was becoming a fixture on Constitution Avenue.
