A statue of Bernardo O'Higgins, the Chilean independence leader, stands near the Pan American Union on Constitution Avenue in Washington. The headquarters building, completed in 1910, was built to house the association of American republics, and the monument to a man who helped free Chile from Spanish rule fits its role as a meeting place for diplomacy across the Americas. The picture is a glass negative from the National Photo Company, a commercial studio that recorded Washington's streets and monuments in the early twentieth century. Its streaks and blemishes come from the decay of the original coatings, not from the scene itself.
