The courtyard in this view belongs to the Pan American Union building on Constitution Avenue in Washington, headquarters of the organization that brought the United States and the republics of Latin America together for diplomacy and cooperation. Andrew Carnegie helped fund the building, which opened in 1910 and was designed by Albert Kelsey and Paul Cret in a Beaux-Arts style with Spanish colonial touches. The National Photo Company, a Washington commercial studio, made the glass negative sometime between 1910 and 1925, while the building was becoming a busy center for international exchange. Faint streaks across the glass come from the natural breakdown of its original coating.
