Taken on October 4, 1929, this glass negative shows Herbert Hoover with a group of Army engineers, a gathering from the first year of his presidency. The National Photo Company, a Washington studio that documented officials and public events for decades, made many negatives of this kind, and the collection later passed to the Library of Congress. Army engineers of the period carried out major federal projects such as river and harbor work and flood control, which were matters of presidential interest. The glass plate shows streaks and blemishes from the decay of its original coating, so some loss of detail should be expected.
