A group of engineers gathered with Herbert Hoover on October 3, 1929, a few weeks before the stock market crash. The title comes from unverified notes the studio wrote on the negative or its sleeve, so the identities of the group are not confirmed. The glass negative comes from the National Photo Company, a Washington studio that recorded officials and public events, and Herbert A. French gave it to the Library of Congress in 1947. Streaks and blemishes on the glass come from the natural breakdown of its original coatings.
