A group of engineers gathered with Herbert Hoover on October 3, 1929, less than four weeks before the stock market crash that would shape his presidency. Hoover had trained as a mining engineer before entering public life, so a meeting of this kind carried particular weight for him. The picture survives as a glass negative from the National Photo Company, a Washington studio that documented officials and events in the early twentieth century, and Herbert A. French gave it to the Library of Congress in 1947. Streaks and blemishes on the glass come from deterioration of the original coating, which is worth keeping in mind when viewing it.
