Atlantic City, New Jersey, in 1927 was a resort whose fortunes rose and fell with the summer trade. Trains from Philadelphia and New York carried day-trippers and longer-staying families to its hotels, and the wooden Boardwalk, laid down in 1870, served as the town's main public street. Local politics was dominated by the county Republican machine led by Enoch "Nucky" Johnson, whose influence reached into city hall and the resort's gambling and nightlife. For the people who lived there year-round, the season meant long shifts in hotel kitchens, laundries, and shops, and a town that depended on the good weather of July and August.
