Atlantic City, New Jersey, in 1917 was a resort that had just entered its first full wartime year after the United States declared war on Germany in April. The summer season still brought crowds by rail from Philadelphia and other inland cities, but hotel managers and boardinghouse keepers now faced shortages of waiters, cooks, and laborers as younger men left for service. Local civic groups joined the national Liberty Loan drives, asking residents and visitors to buy bonds to pay for the war. The oceanfront hotels in this view were the town's main source of income, and most residents would have known the city as a place whose prosperity still rose and fell with the summer trade.
