Chicago's lakefront in 1938 still carried the marks of the Century of Progress exposition of 1933 and 1934, which drew millions of visitors to new buildings on the shore. The Depression had hit the city hard, and many residents relied on federal relief work, including WPA crews who kept parks and beaches along the lake in repair. The shoreline had been shaped by the 1909 Burnham Plan, which called for public land along the water to stay open rather than given over to private building, so the broad green strip of Grant Park was a source of civic pride. Lake Michigan was both the city's water supply and its summer playground, and on warm weekends the beaches filled with bathers and boaters.
