Chicago's waterfront in 1913 still ran on the rhythm of freight, with lake boats, river tugs, and horse-drawn drays competing for space along the piers and slips. The city had adopted Daniel Burnham's Plan of Chicago in 1909, which called for a continuous string of lakefront parks and a consolidated rail system, and reformers were already pressing to turn the shoreline's rail yards and warehouses into public open ground. That same year Illinois lawmakers passed a law letting women vote in presidential elections and in some local contests, a change that drew large crowds to suffrage meetings in the Loop. Many dockworkers and teamsters who labored along these wharves lived in crowded immigrant wards a short walk away, where Polish, Italian, and Bohemian families packed into tenements near the river.
