Lake County, Indiana, in 1908 was a county of farms, rail lines, and a fast-growing industrial shoreline along Lake Michigan. The steel mills that would transform the area were just getting started, with the United States Steel Corporation beginning work on Gary in 1906. Hammond, Whiting, and East Chicago drew workers from across the Midwest and from Europe, and their growth strained schools, housing, and local government. County fairs like this one still showed the agricultural world that many residents had known for generations. Fairs offered livestock judging, produce displays, and races, and they gave farm families a day away from work to meet neighbors and see the latest machinery.
