Few pictures from late 1929 show Herbert Hoover alongside Charles Dawes and a third man named Payne, and this glass negative, dated November 5, 1929, preserves that moment. Dawes had served as vice president under Calvin Coolidge before Hoover took office in March of that year, so the group dates to the first months of the new administration. The National Photo Company, which produced news photographs of public figures in the early twentieth century, made the image, and the plate reached the Library of Congress as a gift from Herbert A. French in 1947. Streaks and other blemishes on the glass come from natural deterioration of its original coating.
