This glass negative is titled "Hoover & Dawes," a pairing that points to two men who were both prominent in Washington in 1929. Herbert Hoover took office as president that March, and Charles G. Dawes, who had served as vice president under Calvin Coolidge, was soon named ambassador to Britain. The title comes from the photographer's notes and has not been independently verified, so the exact occasion is unclear. The National Photo Company produced many press pictures of officials in the capital, and the streaks and blemishes visible on the glass are typical of aging coatings.
