Hoover's signing of a farm bill sets this glass negative apart from the other pictures of the president on this board. The title, supplied by the National Photo Company and not independently verified, reads "Fam. Bill," most likely an abbreviation for the farm legislation Hoover pursued in 1929, the Agricultural Marketing Act, which created the Federal Farm Board to steer aid to growers. The National Photo Company, a Washington studio that documented government life for decades, made the image, and its date is bracketed because it is inferred from neighboring negatives. Look for the streaks and blemishes on the glass, which come from deterioration of the original coatings.
