Wreaths lie at the base of the Washington Monument, the marble obelisk on the National Mall that was completed in 1884 and dedicated in 1885. The record dates the scene to 1924 based on neighboring negatives in the same group, and it does not name the occasion, though wreaths were often laid at the monument on national holidays and anniversaries of Washington's birth. The picture comes from the National Photo Company collection, a Washington studio whose glass negatives document the capital in the early twentieth century. Faint streaks and other blemishes on the negative come from the gradual deterioration of its original coatings.
