The drawing shows the west front of the building called the New Congress Library in its title, the structure later known as the Library of Congress's Thomas Jefferson Building. Architects John L. Smithmeyer and Paul J. Pelz designed the building, which was begun in 1890 and opened in 1897. An elevation like this presents the facade flat, without perspective, so builders could read proportions, window spacing and ornament directly. The graphite and watercolor on paper let the draftsman mark both the structural lines and the intended tones of stone and detail.
