Washington, D.C., in 1917 was filling up with people who came to work on the country's war effort after Congress declared war on Germany in April. The American Red Cross, chartered by Congress in 1905 and led in those years by Clara Barton's successors, expanded fast to raise money, recruit volunteers, and supply relief for troops and civilians abroad. Its headquarters drew a steady stream of clerks, nurses, and organizers, and the city's boarding houses and streetcar lines strained under the added crowds. Residents of the capital knew the Red Cross less for its wartime bureaucracy than for the membership drives, bandage-rolling circles, and fundraising appeals that reached into almost every neighborhood.
