Washington, D.C., in March 1917 was a government city preparing to swear in Woodrow Wilson for a second term. Wilson had won re-election the previous November on the claim that he had kept the country out of the war in Europe, and the inauguration was held on Monday, March 5, because March 4 fell on a Sunday. Visitors arrived by railroad and streetcar, filling Pennsylvania Avenue and the grounds of the Capitol to watch the ceremony. Within weeks the mood changed sharply. On April 2, Wilson asked Congress to declare war on Germany, and the capital, already crowded with officials and office seekers, turned quickly toward mobilization and wartime rules.
