Washington, D.C., in March 1929 was a federal city of roughly half a million people, where government jobs and the civil service shaped daily life more than factories did. On March 4, 1929, Herbert Hoover took the oath of office on the East Portico of the Capitol, succeeding Calvin Coolidge and promising to carry forward the prosperity many Americans had enjoyed through the 1920s. The inaugural procession moved down Pennsylvania Avenue, where crowds lined the sidewalks and visitors arrived by train and streetcar from across the country. Few in those crowds could have guessed that the stock market crash of October 1929 was only months away and would soon overshadow the new administration's agenda.
