In August 1923, Washington, D.C., was a government city of federal clerks, office buildings, and streetcar lines, and its streets filled for the funeral of President Warren G. Harding. Harding had died on August 2 in San Francisco while returning from a western trip, and his body was brought east to the capital. The funeral drew official Washington, foreign diplomats, and residents who lined the avenues to watch the procession. The city was still adjusting to the expanded federal payroll of the war years, and the administration's reputation was beginning to suffer from scandals that would become public over the following year. For many residents, the day marked the capital's farewell to a president who had died in office.
