Washington, D.C., in March 1905 was a federal city of nearly 300,000 residents, where government departments and the clerks who staffed them shaped daily life. Theodore Roosevelt took the oath of office for a full term on March 4, 1905, after winning the 1904 election and having succeeded William McKinley, who was assassinated in 1901. The inauguration drew large crowds to the Capitol and the avenues leading to it, giving residents a rare public spectacle in a city where most work took place behind office doors. Streetcar lines carried commuters and visitors across the city, while the Potomac River and the open expanse of the Mall marked the edges of a capital still growing into its planned design.
