Washington, D.C., in 1905 was a city of nearly 300,000 people, still shaped more by federal payrolls than by factories. Theodore Roosevelt had just begun his second term as president in March, and the government was spending heavily on the Capitol grounds, public buildings, and the parks laid out under the McMillan Plan of 1901. Electric streetcars had replaced the old horse cars across much of the city, carrying clerks and shoppers between the downtown offices and the growing neighborhoods to the north and west. The city also had a large Black community centered on Howard University and the churches and schools along U Street, where residents built their own businesses and institutions despite the segregation that governed much of daily life.
