Washington, D.C., in 1879 was a government town of more than 130,000 people, where federal clerks, congressmen, and office seekers shaped daily life. Since 1874 the city had been run by a three-member board of commissioners appointed by the president, after Congress ended the elected territorial government that had spent heavily on street and sewer work. The unfinished Washington Monument, stalled since 1854 for lack of money, was taken up again that year under Army engineers, a sign of the capital's slow move toward a more finished look. Residents also dealt with the marshy Potomac flats, horse-drawn streetcars, and the Smithsonian's growing collections, which drew visitors from across the country.
