Washington in 1915 was a city of roughly 330,000 people, with Woodrow Wilson in the White House and war raging in Europe. The United States had stayed neutral since fighting began in 1914, but the sinking of the British liner Lusitania in May 1915, which killed Americans, pushed the nation's debate over whether to prepare for war into the capital's offices and the Capitol. Government clerks still made up much of the workforce, and the Tidal Basin and the Potomac parkland, lined with cherry trees Japan had given in 1912, drew Sunday visitors on foot and by streetcar. The broad avenues and monuments reflected a city that lived mainly by official business rather than manufacturing.
