Here the camera turns from the White House itself to the executive offices beside it, a pairing that shows how the federal government had outgrown its original home by the 1920s. Those offices, housed in the large State, War and Navy Building completed in 1888, handled much of the day-to-day work of the presidency. The picture comes from the National Photo Company, a commercial firm that documented Washington and the nation in the 1910s and 1920s, and its glass negatives often show streaks and blemishes from aging coatings, as this one does.
