The building in this view sits just west of the White House, on the site the Executive Office Building occupies today. Completed in the 1880s as the State, War, and Navy Building, its mansard roofs and ornate Second Empire facade were a striking contrast to the White House's neoclassical lines. Over the following decades it grew into the home of presidential staff, so photographs like this one document a building that was becoming central to how the executive branch worked. The record gives no photographer or exact date, but the 1910-1940 span covers the years when Washington's government offices were expanding rapidly.
