This picture shows the great steam-powered captive balloon that was moored at the Tuileries, the royal garden and palace grounds in central Paris. Its tether ran to a steam winch on the ground, so the balloon could rise and fall while staying anchored. The engineer Henri Giffard, who had earlier built a steam-powered dirigible in 1852, developed these tethered ascents as a way to give ordinary visitors a view over the city. The scene shows how Paris used spectacle and new technology to draw crowds during the period of world's fairs, when the sky itself became a public attraction.
