In 1910 Lewiston, Maine, was a city of roughly 26,000 people whose fortunes still depended on the Androscoggin River, where the falls turned the wheels that powered its cotton mills. Maine Central rail lines ran up the valley, bringing raw cotton in and shipping finished cloth out, while electric streetcars carried millhands between the tenements and the factory gates. The Bates mill complex, the focus of this view, was the city's largest employer and a source of local pride, and city officials argued in council chambers over paving, school costs, and water rights. Spring floods on the river were a constant worry for families living near its banks, and a high-water season could idle the lower wards for days.
