In 1908 Mesa was still part of the Arizona Territory, which would not become a state until 1912, and its governor was appointed in Washington rather than chosen by local voters. Far up the Salt River, the federal government was building Roosevelt Dam, a project begun in 1903 that promised a steadier water supply than the older diversion canals could deliver in dry years. Valley farmers followed its progress closely, since water rights and assessments tied to the project affected what they could plant and what their land was worth. Hay, grain, and cotton fields, along with a growing number of orchards, gave the town its daily rhythm of irrigation ditches, wagon traffic, and Saturday trade.
