Eagles and ships share the frame in this 1917 lithograph, and its slogan, "The ships are coming," promises a steady flow of new vessels. The United States Shipping Board's Emergency Fleet Corporation was formed that year to build cargo ships quickly, after German submarine attacks had sunk many Allied and neutral merchant ships. Issued from the corporation's Philadelphia publications office, with support from the National Security League, the poster by illustrator James H. Daugherty was meant to rally shipyard workers, investors and the public behind the wartime building effort.
