St. Petersburg in 1913 was a small winter-resort city on Tampa Bay, a place that had grown quickly since the Orange Belt Railway reached it in the late 1880s and the Atlantic Coast Line later joined it. Its economy rested on tourism, citrus, fishing and the Gulf and bay trade, and the city had incorporated in 1903 and was growing its civic life around hotels, churches and new houses. Beach Drive, running along the waterfront toward the Gulf, was the showpiece of this winter-visitor world, lined with residences and open views of the water. Residents and visitors of the day would have known the city as a healthful retreat for northern travelers, and in 1913 its leading men were already arguing over the future of the bayfront.
