An image of William Phillips, Assistant Secretary of State, taken in Washington, D.C., on September 25, 1919, survives on this glass negative. Phillips, born in 1878, held that post in the years after the First World War, when the State Department was occupied with postwar affairs. The plate comes from the National Photo Company, a Washington studio that recorded government officials and public life in the early twentieth century. Its surface shows streaks and blemishes from natural deterioration of the original coatings, so the tones may look uneven.
