Eamonn de Valera, shown here in a glass negative from the National Photo Company's collection, was a central figure in Irish politics across much of the twentieth century. The record dates the image to roughly 1918 to 1920, a stretch when de Valera was rising to leadership of the Irish republican movement, and he was elected president of Sinn Féin in 1917 and of the Dáil Éireann in 1919. The title's reference to him as "President of Ireland" reflects that later role, which he held in the 1930s and 1940s, so the caption may be a later label applied to an earlier portrait. Notice the streaks and blemishes on the glass, which the Library of Congress notes come from natural deterioration of the original coating.
