Dated October 4, 1919, this glass negative shows James Duval Phelan, a Democrat who represented California in the U.S. Senate from 1915 to 1921. Before his Senate years, Phelan had served as mayor of San Francisco in the late 1890s and early 1900s. The National Photo Company, which made a large body of portraits of public figures, produced the image. The negative shows streaks and other blemishes from the natural deterioration of its original coating, which are worth noting when studying the plate.
