In 1918, Galveston had been run by a city commission rather than a mayor and council for nearly two decades, a reform adopted after the 1900 storm. The island's business leaders also worried about the Houston Ship Channel, which opened in 1914 and pulled shipping traffic inland up Buffalo Bayou away from Galveston's wharves. Fort Crockett's batteries on the Gulf side were part of an Army presence that brought uniformed men, supply trains, and payrolls into the island's economy. That autumn, influenza spread through military posts and port cities across the country, and the fort's soldiers faced the same danger as the civilians who shared the island's crowded streets and hospitals.
