Fort Crockett, on the east end of Galveston Island, was an Army coast artillery post in 1918, when the United States was fighting in the First World War and the island's harbor was among the most valuable on the Gulf Coast. Galveston had long been a leading cotton shipping port, and its wharves, rail connections, and grain and cotton trade drove much of the local economy. The city had not forgotten the 1900 hurricane, which killed thousands and reshaped its streets and waterfront, and the seawall and grade-raising projects that followed were still central to civic life. Residents who saw the fort's batteries and garrison would have understood it as part of the defense of the port and the shipping that kept the city working. The causeway to the mainland, completed in 1912, had made travel to the island easier, so the fort's presence was a familiar part of daily life there.
