Fort Crockett sat at the eastern end of Galveston Island in 1918, when Galveston was competing with Houston for Gulf shipping. The Houston Ship Channel had opened in 1914, pulling deep-draft traffic up Buffalo Bayou and giving Galveston's merchants a rival they could not ignore. The city's population was roughly 37,000 at the 1910 census, and many families depended on the cotton exchange, the wharves, and the railroads that ran onto the island. Wartime readiness shaped daily routines, and the island's Army post was one of the places where that readiness was most visible to townspeople.
