In February 1919, Paris was a city recovering from four years of war, and the Place de Concorde sat at the center of its ceremonial axis between the Tuileries Gardens and the Champs-Élysées. The Paris Peace Conference had opened in January at the Quai d'Orsay, bringing diplomats, delegations and journalists to the French capital. Daily life was still marked by shortages of coal and food and by the grief of families who had lost sons and husbands at the front. The statue of Strasbourg on the square, draped in black since the German annexation of Alsace in 1871, reminded residents that the old wounds the peace talks aimed to settle were still raw.
