In 1909 the Place de l'Opéra was a crowded crossroads of the Third Republic's capital, where pedestrians, tramcars, and cab ranks competed for space in front of the Palais Garnier. Parisian politics was still shaped by the 1905 law that separated church and state, and the city's newspapers and political clubs kept the square lively with debate and street gossip. The Avenue de l'Opéra ran south-west toward the Louvre, funneling traffic and visitors between the Right Bank's shopping streets and its museums. Within a year, the Seine would rise in January 1910 and flood low-lying parts of the city, a reminder to Parisians that their handsome boulevards sat above a river they did not fully control.
